;
But its leaf will be green,
And will not be anxious in the year of drought,
Nor will cease from yielding fruit."

God controls the water -- and the clouds

"He is the living God and the everlasting King.
At His wrath the earth will tremble,
And the nations will not be able to endure His indignation...
He has made the earth by His power,
He has established the world by His wisdom,
And has stretched out the heavens at His discretion.
When He utters His voice, there is a multitude of waters in the heavens:
And He causes the vapors to ascend from the ends of the earth.
He makes lightning for the rain,
He brings the wind out of His treasuries."
Jeremiah 10:10-13

Exodus 33:9-11

Who has measured the waters in the hollow of His hand,
Measured heaven with a span
And calculated the dust of the earth in a measure?
Weighed the mountains in scales and the hills in a balance?
Who has directed the Spirit of the Lord,
Or as His counselor has taught Him?
With whom did He take counsel, and who instructed Him,
And taught Him in the path of justice?
Who taught Him knowledge, and showed Him the way of understanding?
Behold, the nations are as a drop in a bucket,
And are counted as the small dust on the scales;"
Isaiah 40:12-15

"...scoffers will come in the last days, walking according to their own lusts, and saying, 'Where is the promise of His coming? For since the fathers fell asleep, all things continue as they were from the beginning of creation.' For this they willfully forget: that by the word of God the heavens were of old, and the earth standing out of water and in the water, by which the world that then existed perished, being flooded with water. But the heavens and the earth which are now preserved by the same word, are reserved for fire until the day of judgment and perdition of ungodly men." 2 Peter 3:3

"He sent Moses His servant,
And Aaron whom He had chosen.

God dries up the water in judgment

"Why, when I called, was there none to answer?
Is My hand shortened at all that it cannot redeem?

I make the rivers a wilderness;
Their fish stink because there is no water and die of thirst.
I clothe the heavens with blackness..."
