Union Med[iterranian] to be based in Barcelona: "More than 40 countries from the European Union, the Balkans, north Africa and the Middle East agreed on Tuesday to base a new Union for the Mediterranean in Barcelona, ending a dispute that had held up the project for four months.     "The choice of Barcelona as the new union’s headquarters ... also reflected the diplomatic sensitivities involved in picking an Arab or north African city, such as Tunis, which France at first favoured. One problem was Tunisia’s human rights record, which some EU countries regarded as less than perfect. ....Another problem was that certain Arab countries disliked the prospect that Israeli delegations could have frequent, unimpeded access to Tunis. Like most Arab and north African countries, Tunisia does not have diplomatic relations with Israel, yet all are members of the Union for the Mediterranean, which includes 43 countries as well as the Palestinian Authority....
